Request for a Citizen Card

The request for Cartão de Cidadão (citizen card) is done in person at the Consular Section, by appointment only. Appointments must be made through the online appointment service:

Appointments are made through a single category (Atendimento Geral – Todos os serviços) and in one appoitment is possible to request one citizen card or a citizen card and a passport simultaneously. Should the applicant intend to submit more than one citizen card request, the corresponding number of appointments must be made.

After the request, the applicants will receive a postal letter with the card's PIN codes at their home address. This letter can take approximately two weeks to arrive. Consular fees are preferably paid by PayNow or exact change, in Singapore dollars. 

 

In order to apply for the first citizen card, in accordance with Article 27(3) and (4) of Law 7/2007 of February 5, it is compulsory to present a passport or other foreign identification document, when applicable.

 

Collection of Citizen Card

Once the letter is received, the applicant may collect the card at the Consular Section every Tuesday and Thursday between 12 and 12.30, without making an appointment beforehand.

 

Change of the Address in the Citizen Card

The card holder can change the address in two ways:

 

1. In person at the Consular Section of the Portuguese Embassy of Portugal in Singapore:

You must bring along your valid Citizen Card and the letter with the PIN codes. Once the change of address is concluded by the Consular Services a «Confirmation Letter» will be sent to that same address (may take up to 30 days) and you should inform the Consular Section that you have received it within 60 days, without the need of an appointment. According to the law in force, the change of address has a cost of 3EUR.

 

2. Online:

If you have the PIN letter of your Citizen Card or a Valid Digital Mobile Key, you can easily change the address via internet access.

You must have:

- Card reader;

- Software for using the card;

- Citizen Card authentication PIN (you may find it in the PIN letter received when applying for a Citizen Card);

- Address PIN (in the PIN letter you received when applying for  citizen Card); and

- Prior registration at https://eportugal.gov.pt/inicio

 

Please note that changing the address to a country outside the EU demands the appointment of a tax representative to be your local point of contact between you and the Tax Authority in Portugal. This applies to all individual taxpayers (including those under age):

- Non-residents that have income subject to tax

- Citizens that are no longer Portuguese tax residents or stay absent of Portuguese territory for more than six months.
